Agency/Entity Renewal Plan Definition
The Renewal Credit Plan allows South Carolina Public School Districts and public educational entities to earn certificate renewal credit based on the educator's professional growth and development plan. The professional development activities that will qualify for renewal credit must align and support the educator's professional development plan. An entity may be a state supported agency, organization, department, college or university.
The South Carolina public educational entity system has been developed to follow the basic system used by SC public school districts. A public education entity may apply to become an independent agency for processing the certificate renewal for the employees of that organization/agency. The entity will follow the state guidelines in developing their renewal plan, and all renewal credit must be granted based on the educator's professional growth and development plan.
An educational entity must meet the following criteria to become a State Department of Education, Division of Educator Quality & Leadership, Renewal Credit Plan Agency -
- Be a state funded public educational entity Or a private college with a SC approved Teacher Education program
- Employ a minimum of ten South Carolina professional certified educators
- Complete SDE - DEQL application form
- Designate a Renewal Credit Plan Coordinator who must successfully complete the SDE - DEQL training
- Designate a Certification Portal System Analyst who will successfully complete the SDE - DEQL training
The Renewal Credit Plan for every SDE - DEQL Renewal Credit Agency must include a
- Process to review professional growth and development plans
- Process to review renewal credits and their relationship to the professional growth and development plans
- Pre-approval policy if the agency includes one in their plan
- System for reviewing and processing credit
- Timeline for meetings and submission dates for credit work
- Appeal system

Every Renewal Credit Plan Agency must publish the agency's plans and forms in a handbook (may be electronic) for their educators.
