In December 2003, the State Board of Education adopted the following guidelines:

In order to advance from an initial to a professional teaching certificate, teachers and special area professionals (i.e., library media specialists, school guidance counselors, and speech-language therapists) must meet the following ADEPT formal evaluation criteria at the annual contract level:

  • Classroom teachers must receive a final evaluation rating of competent (met) on all four Domains of the ADET Performance Standards: Planning, Instruction, Environment, and Professionalism.


  • Library media specialists must receive a final evaluation rating of competent (met) on Performance Dimension 3 (Collaboration for Instruction and Services) and at least five of their six remaining performance dimensions.


  • School guidance counselors must receive a final evaluation rating of competent (met) on all seven of their performance dimensions.


  • Speech-language therapists must receive a final evaluation rating of competent (met) on at least nine of their ten performance dimensions.

Additionally, teachers going through HOUSSE (high, objective, uniform state standard of evaluation) must successfully complete all five of the performance dimensions relative to their specific core content area.
